What you need to do as a Tenant.

 To access Eco4 funding (Energy Company Obligation Phase 4) in the UK, tenants must meet specific eligibility criteria and follow a defined process. ECO4 is designed to improve the energy efficiency of homes, particularly those occupied by low-income and vulnerable households. Here's a comprehensive breakdown of what tenants must do to access ECO4 funding: 


 

 

1. Check Eligibility


As a tenant, you personally need to qualify, not the landlord. The main routes are:


A. Benefits Route


If you (or someone in your household) receive an eligible benefit, you can apply. This includes:


  • Universal Credit (UC)
     
  • Jobseeker’s Allowance (income-based JSA)
     
  • Employment & Support Allowance (income-related ESA)
     
  • Income Support
     
  • Pension Credit (Guarantee or Savings)
     
  • Housing Benefit
     
  • Tax Credits (Working/Child Tax Credit, subject to income limits)
     
  • Child Benefit (with income caps)
     

B. ECO4 Flex (Local Council Referral)


If you don’t get benefits but have a low income (usually under £30,000–£31,000 household income) or health conditions worsened by cold homes, your local council may refer you under ECO4 Flex.


C. Health-Based Referral


If you (or someone in your household) suffer from conditions such as respiratory or cardiovascular issues made worse by cold homes, you may qualify via a GP/NHS referral.


D. Property Criteria


The property must usually have an EPC rating of D, E, F, or G (poorer energy efficiency).


2. What Tenants Can Get

You could access upgrades such as:


  • Insulation (loft, wall, floor, roof)
     
  • Heating upgrades (new boiler, heat pump, smart controls)
     
  • Renewables (solar panels in some cases)
     

3. The Tenant’s Application Process


Here’s how it typically works:


  1. Check your eligibility (benefits, income, health).
     
  2. Contact a certified ECO4 installer or your energy supplier to start the process.
     
  3. Landlord permission is required — because improvements (boilers, insulation, solar panels) affect the property. You cannot proceed without their consent.
     
  4. Survey arranged — an installer visits, checks the property, and recommends measures.
     
  5. Funding approval & installation — once confirmed, the work is carried out, often fully funded (though occasionally a landlord or tenant contribution is needed).
     

4. Key Point for Tenants


  • You apply based on your household circumstances, but the landlord must approve the work.
     
  • Many landlords are keen because it raises their EPC rating (important for rental rules).
