What you need to do as a Homeowner.

 To access Eco4 funding (Energy Company Obligation Phase 4) in the UK, homeowners must meet specific eligibility criteria and follow a defined process. ECO4 is designed to improve the energy efficiency of homes, particularly those occupied by low-income and vulnerable households. Here's a comprehensive breakdown of what homeowners must do to access ECO4 funding: 


 

 

 

1. Check Your Eligibility


A. Benefits-Based Route (“Help to Heat”)


If you or someone at your address receive one of the following income-related benefits, you may qualify:


  • Universal Credit (UC)
     
  • Income-based Jobseeker's Allowance (JSA)
     
  • Income-related Employment and Support Allowance (ESA)
     
  • Income Support (IS)
     
  • Pension Credit (Guarantee or Savings Credit)
     
  • Working Tax Credit (WTC), Child Tax Credit (CTC), Child Benefit (subject to income caps)
     
  • Housing Benefit or Warm Home Discount rebate

     

B. ECO4 Flex (Local Authority Referral)


If you don't receive the listed benefits but have a low household income (typically under £30,000–£31,000 annually) or are in a vulnerable group (elderly, health conditions, etc.), your local council may refer you under the ECO4 Flex scheme.
 


C. Health-Based (Medical Referral)


If a cold home exacerbates certain health conditions—like respiratory or cardiovascular diseases—a medical referral from a GP or NHS trust could qualify you, regardless of income.
 


D. Property Criteria


Your property should typically have an EPC rating of D, E, F, or G to prioritize those in need of energy improvements.


2. What Measures Can Be Funded?


ECO4 can cover a range of energy-saving upgrades, including:


  • Insulation: loft, cavity wall, solid wall, room-in-roof, flat roof, underfloor
     
  • Heating: boiler replacement (especially if your current one is an inefficient condensing boiler), electric storage heaters, air-source heat pumps, smart heating controls/thermostats
     
  • Renewables: Solar PV (panels)
